For beginners, I suggest using XAMPP. It comes with a package of PHP, Apache server, MySQL database among many other things and makes your life easier as a PHP developer. It also helps you focus quality amount of time on PHP instead of investing on simply getting your computer set up for the language.

XAMPP is what I use; though I prefer programming on a live test server.
