i have the developer imvu program and stuff and i have even purchased the developer name thing and yet i cant be one

Did you sign the developer agreement?

yes. i did but i just cant be one
and i saved up money for it and its all down the drain

Well, i'm not a dev, so i suggest you look up some developing tutorials on google.
