I was just wondering whether there is a way for you to find out who is particularly in a room or public room with anyone else in particular to that person you're looking for.

....It seems a bit hard to understand what you mean. lol
You can just click the room info and it (usually) shows you everybody in it..

Yes, it is possible; but we keep that secret in our intel department. Work your way up in rank and you shall get it.
