It's tied to tier level / creating, but the exact formula is unknown. I've seen several people claiming tier6+ = 300k/day, but that hasn't been my personal experience. Sending frequently doesn't seem to have any effect. Asking CS about it / for your limit to be raised won't get you anywhere either.

I personally use 3DS max, which is/was definitively the best tool for the job simply because of IMVU support, though now that IMVU is supporting fbx importing I'm sure that will become very debatable.
