Yeah, they were having the same problem as you. When you first reported it to me I started doing research on the problem and everything was saying it was a .net version issue. I wasn't really convinced of that though so when it became more than a 1 person problem I knew there was something wrong with my code.
Turns out there's an extra step you have to take when working in .net 4.0 and using Windows 7. I've been using Windows 10 since I started using 4.0 so it wasn't something I was aware of.
I will definitely keep it in mind from now on when releasing anything with networking though.
